HDZ’s Partial Response

Croatian Democratic Union (HDZ) announced its intention to establish a “ministry for Croatians living outside of Croatia”. The announcement was made recently by a member of HDZ Presidency Milan Kovač in Široki brijeg, Bosnia & Herzegovina. This could be accepted as a bashful and partial reaction to the resolution of the Croatian Diaspora Congress held in Zagreb almost two months ago.

Milan Kovač reportedly said that HDZ will establish the ministry soon after it comes to power at the next elections in Croatia. Kovač particularly emphasized the intention of his party to make a strong swerve in Zagreb’s policy towards Croatians in Bosnia & Herzegovina. He said changes would start happening after Kolinda Grabar Kitarović becomes President and Tomislav Karamarko Prime Minister of Croatia.

He said the new ministry will work towards achieving equal rights for Croatians in Bosnia & Herzegovina and basic human rights for those living in Serbia and Montenegro.

At this stage, however, it is totally unclear what HDZ intends to do about interactions with millions of ex-patriots and their descendants living in overseas countries and Europe. To some independent economists they are Croatia’s biggest nonmaterial resource. Others see them as the best potential investors for the country’s ruined economy.

It appears, however, that neither the present Government nor the opposition parties have any clear ideas that would orchestrate an efficient integration process and stimulate inflow of Croatians and investment capital from the developed world.

Croatia has had several ministries dealing with emigrant affairs in the past. They were all inefficient and counterproductive. They simply didn’t have any legislative power.

First of all, as a demographically and economically handicapped nation, Croatia needs a strong immigration and integration policy for ex-patriots and descendants – something that must be a product of multidisciplinary effort involving several relevant bodies such as the Ministry of Economy, Ministry of Internal Affairs, Ministry of Foreign Affairs & European Integrations, as well as the Office of the Prime Minister.

Upon that, an establishment of Croatia’s Immigration Ministry should also be considered. Alternatively, Immigration Affairs could be elevated to the Office of Prime Minister. Good example is the decision of Prime Minister Benyamin Netanyahu to include in his portfolio the job of Israeli Minister of Public Diplomacy & Diaspora Affairs.

Many countries regard integrations with their people abroad and immigration as priority factors for development, growth and stability. As a nation of extreme beauty and potential Croatia deserves and should have the same treatment.
